Initial Success with the Launch of “Cross-border E-commerce International Talent Development Program” by Global Cooperation

跨境电商是当今世界贸易的新趋势，也是中国经济转型升级的新动力。跨境电商不仅能够促进国内外市场的互联互通，提高贸易效率和便利性，还能够为中小微企业和消费者提供更多的选择和机会。跨境电商的发展需要有一支专业的人才队伍，能够掌握跨文化市场、电商数据分析、跨境电商供应链、跨境电商直播等多个方面的知识和技能，能够适应不同的国际贸易规则和环境，能够创新和解决问题。为了培养这样的人才，中国电子商会和联合国国际贸易中心联合推出了“跨境电商国际人才发展计划”。

Cross-border e-commerce is a new trend in world trade and a new driving force for China’s economic transformation and upgrading. Cross-border e-commerce not only promotes the interconnection of domestic and foreign markets, improves trade efficiency and convenience, but also provides more choices and opportunities for small and medium-sized enterprises and consumers. The development of cross-border e-commerce requires a professional team of talents who can master knowledge and skills in multiple aspects such as cross-cultural markets, e-commerce data analysis, cross-border e-commerce supply chains, and cross-border e-commerce live streaming. They should also be able to adapt to different international trade rules and environments, innovate and solve problems. To cultivate such talents, the China Electronic Commerce Association and the United Nations International Trade Center jointly launched the “Cross-border E-commerce International Talent Development Program”.

在2019年第二届进博会上，中国电子商会和联合国国际贸易中心联合主办了“2019中国国际跨境电商发展高峰论坛”，在大会上签署了战略合作协议，“跨境电商国际人才发展计划”正式成为中国电子商会和联合国国际贸易中心的重要合作成果之一。双方一致同意建立一个人才发展和交流平台，以帮助更多国际青年人才进入中国学习，让其能够在实践中提升自己的能力和素质，为跨境电商行业的发展做出贡献。

At the 2nd China International Import Expo in 2019, the China Electronic Commerce Association and the United Nations International Trade Center jointly hosted the “2019 China International Cross-border E-commerce Development Summit Forum” and signed a strategic cooperation agreement. “Cross-border E-commerce International Talent Development Program” officially became one of the important cooperation achievements between the China Electronic Commerce Association and the United Nations International Trade Center. Both parties agreed to establish a talent development and exchange platform to help more international young talents enter China for studies, enabling them to enhance their abilities and qualities through practice and contribute to the development of cross-border e-commerce industry.

由于疫情原因，第一期“跨境电商国际人才发展计划”训练营直到2023年7月才正式启动，培训为期五周，包括一周的高强度训练和四周的针对性的企业实习。14名来自多个发展中国家和地区的国际学员和11名优秀的中国学生共同参加了 “2023跨境电商国际人才发展计划”训练营。

Due to the epidemic, the first “Cross-border E-commerce International Talent Development Program” training camp did not officially start until July 2023. The training lasted for five weeks, including one week of high-intensity training and four weeks of targeted business internships. 14 international students from various developing countries and regions and 11 outstanding Chinese students participated in the “2023 Cross-border E-commerce International Talent Development Program” training camp together.

训练营的内容涵盖了跨文化市场、电商数据分析、跨境电商供应链、跨境电商直播等多个方面，由资深专家全方位讲解，同时结合实际案例和企业参访，让学员们能够深入了解跨境电商的理论和实践。

The content of the training camp covers multiple aspects such as cross-cultural markets, e-commerce data analysis, cross-border e-commerce supply chains, and cross-border e-commerce live streaming, which are fully explained by senior experts. At the same time, combined with practical cases and enterprise visits, the students can understand the theory and practice of cross-border e-commerce in depth.

训练营结束后，学员们进入了各自的实习企业，进行了为期四周的实习，体验了跨境电商的工作流程和挑战，展示了自己的才华和潜力。训练营的学习使得中国学员开拓了国际视野，同时也让国际学员能够更深入的了解中国的商业环境和优势。训练营的成果令人惊喜，不仅有多名学员获得了实习企业的正式录用，还有多名学员获得了创业的机会和支持。

After the training camp, the students entered their respective internships for four weeks, experiencing the working process and challenges of cross-border e-commerce, while also showing their talents and potential. The training camp enabled Chinese students to broaden their international horizons and also allowed international students to have a deeper understanding of China’s business environment and advantages. The results of the training camp were pleasantly surprising, notonly did several students obtain formal employment in the internship companies, but many students also received opportunities and support for entrepreneurship.

为了给所有关心跨境电商人才培养的大家汇报成果也为了扩大“跨境电商国际人才发展计划”的影响力，联合国国际贸易中心市场发展司服务贸易主管赵全在“2023贸易数字化与跨境电商发展论坛”上为参会嘉宾们做了成果汇报。 “2023贸易数字化与跨境电商发展论坛”是由中国电子商会和联合国国际贸易中心在第六届中国国际进口博览会上联合举办的官方论坛。除了成果汇报，中国电子商会、联合国国际贸易中心还在论坛上联合举行了“跨境电商国际人才发展计划”成果发布仪式。

To report the results to everyone who cares about the training of cross-border e-commerce talents and to expand the influence of the “Cross-border E-commerce International Talent Development Plan”, Zhao Quan, Director of Service Trade at the Market Development Department of the United Nations International Trade Center, gave a presentation on the results at the “2023 Trade Digitization and Cross-border E-commerce Development Forum” for all participating guests. The “2023 Trade Digitization and Cross-border E-commerce Development Forum” is an official forum jointly organized by the China Electronic Commerce Association and the United Nations International Trade Center at the 6th China International Import Expo. In addition to the results report, the China Electronic Commerce Association and the United Nations International Trade Center also jointly held the “Cross-border E-commerce International Talent Development Plan” results release ceremony at the forum.

The “Cross-border E-commerce International Talent Development Plan” results release ceremony featured a speech by Pamela Coke-Hamilton, Executive Director of the International Trade Centre of the United Nations, on the “Cross-border E-commerce International Talent Development Plan”. She expressed high appreciation and recognition for the achievements of the project, stating that the project is an innovative model that can effectively cultivate cross-border e-commerce talents, promote the development of trade digitization, and enhance the inclusiveness and sustainability of trade. She also expressed gratitude for the support and cooperation of the China Electronic Commerce Association and the Chinese government, stating that the International Trade Centre of the United Nations will continue to maintain close cooperation with the China Electronic Commerce Association and contribute to the development and prosperity of global trade.

Wang Ning, Chairman of the China Electronic Commerce Association, also gave a speech, expressing gratitude for the cooperation with the International Trade Centre of the United Nations. As the largest industry organization for e-commerce in China, the China Electronic Commerce Association has been committed to promoting the development of e-commerce, serving e-commerce enterprises and talents, and making contributions to China’s economic transformation and social development. At the conclusion of the “Cross-border E-commerce International Talent Development Plan” results release ceremony, Pamela Coke-Hamilton, Executive Director of the International Trade Centre of the United Nations, and Wang Ning, Chairman of the China Electronic Commerce Association, presented graduation certificates to the first group of trainees. They encouraged the students to actively participate in the practice of cross-border e-commerce, promote the development of new trade formats, and contribute to the progress of international exchange.

同时，为了巩固跨境电商国际人才发展计划的成果，推进跨境电商国际人才培养计划可持续性开展，虹桥国际商务区将该计划列入“虹桥国际商务区丝路电商三年行动方案”。为保障相关工作顺利完成，由中国电子商会发起、联合国国际贸易中心技术支持的培训基地正式落户在上海市青浦区，中国电子商会副秘书长林汉钟与上海西虹桥商务开发有限公司总经理谢明，作为双方代表，在本次论坛上进行了培训基地的授牌仪式。

To consolidate the results of the Cross-border E-commerce International Talent Development Plan and promote the sustainable development of the Cross-border E-commerce International Talent Training Program, the Hongqiao International Business District has included the plan in its “Hongqiao International Business District Silk Road E-commerce Three-Year Action Plan”. To ensure the smooth completion of related work, a training base initiated by the China Electronic Commerce Association and supported by the International Trade Centre of the United Nations has officially settled in Qingpu District, Shanghai. At the forum, Lin Hanzhong, Deputy Secretary-General of the China Electronic Commerce Association, and Xie Ming, General Manager of Shanghai Xihongqiao Business Development Co., Ltd., as representatives of both sides, held the certificate awarding ceremony for the training base.

论坛结束后，举行了“青浦之夜：牵手青浦、共享进博商机”的商务对接交流晚宴。在中国电子商会和联合国国际贸易中心的精心安排下，第一期训练营的师生代表团与32名来自18个国家的国外展商，以及中国企业、政府代表，在上海虹桥西郊庄园丽笙大酒店，参加了商务交流晚宴。

After the forum, a business dinner was held under the theme of “Qingpu Night: Holding Hands with Qingpu, Sharing Opportunities of the Import Expo”. Under the careful arrangements of the China Electronic Commerce Association and the International Trade Centre of the United Nations, the delegation of teachers and students from the first training camp, 32 foreign exhibitors from 18 countries, and representatives of Chinese enterprises and governments participated in the business exchange dinner at the Lisheng Hotel in Shanghai Hongqiao West Suburban Villa.

大家纷纷表达了对中国电子商会、联合国国际贸易中心的感谢。学员们表示将学以致用，不仅把所学的内容服务于进博会，更是为将来从事跨境电商业务打好坚实的基础。

Everyone expressed their gratitude to the China Electronic Commerce Association and the United Nations International Trade Center. 在青浦之夜上，吉林财经大学关嘉麟院长代表学院聘请中国电子商会跨境电商专委会秘书长沈跃华女士，跨境电商专委会副秘书长张程皓先生为国际经济贸易学院国际商务专业硕士生导师。

At the Qingpu Night event, the Dean of the Guan Jialin School of Jilin University of Finance and Economics appointed Ms. Shen Yuehua, Secretary-General of the China Electronic Commerce Association’s Cross-Border E-Commerce Committee, and Mr. Zhang Chenghao, Deputy Secretary-General of the Cross-Border E-Commerce Committee, as mentors for international business master’s students at the International Economics and Trade College.

王素玉副院长代表学院聘请上海立信金融会计学院教师、华东师范大学理学博士钱佳威为国际商务专业硕士生导师；聘请我院优秀毕业生、吉财跨境电商协会创始人、声网 agora 在职管培生杨圣程为跨境电商专业行业导师。

Vice Dean Wang Suyu appointed Qian Jiawei, a teacher from Shanghai Lixin Accounting College and a PhD in Science from East China Normal University, as a mentor for international business master’s students. Our outstanding graduate, the founder of the Jilin Finance Cross-border E-commerce Association, and an Agora in-service management trainee, Yang Shengcheng, was appointed as a mentor for the cross-border e-commerce industry.

同时，吉林财经大学也向辕顺实业发展（上海）有限公司的尚东庆先生、王费女士颁发行业导师聘书。

At the same time, Jilin University of Finance and Economics also presented mentoring appointments to Mr. Shang Dongqing and Ms. Wang Fei from Yuan Shun Industrial Development (Shanghai) Co., Ltd.

The International Talent Development Program for Cross-border E-commerce is one of the important cooperation achievements between the China Electronic Commerce Association and the United Nations International Trade Centre and is also an innovative model for the training of cross-border e-commerce talents. The project focuses on digital trade and cross-border e-commerce, adheres to the concept of integrating industry and education and collaboratively cultivating talents, uses practical teaching and corporate internships as the carrier, and aims for international exchanges and cooperation. Cultivating cross-border e-commerce practitioners is a key task of the China Electronic Commerce Association’s Cross-border E-commerce Working Committee. Looking to the future, under the guidance of the China Electronic Commerce Association and the United Nations International Trade Centre and with the support of local governments, the Cross-border Committee will work with all collaborative units to help young people at home and abroad improve their awareness of cross-border e-commerce, proficiency in professional skills and perception of the international market. We will continue to deepen the cooperation between the China Electronic Commerce Association and the United Nations International Trade Centre, improve the content and form of the International Talent Development Program for Cross-border E-commerce, expand the scale and influence of the project, attract more countries and regions, more enterprises and schools, more teachers and students to participate in the project, and make efforts to create a brand-name project for the training of cross-border e-commerce talents, to promote the development and prosperity of global trade, and to build a community with a shared future for mankind!
